Digital transformation has redefined disaster communication, with platforms like Twitter (X) becoming central to crisis information dissemination in Indonesia. This research analyzes the digital communication structure during the 2023 Sumatera flood by mapping the #BanjirSumatera network on Twitter. The analysis identifies three key issues: pronounced network fragmentation, minimal cross-actor engagement, and the concentration of information flow in a few dominant accounts. The research objective is to map the influence, positions, and interaction patterns of actors, including government, media, NGOs, citizens, and bots, within this ecosystem. Employing Social Network Analysis (SNA) with metrics such as centrality, modularity, and clustering, data were collected via Twitter API crawling during the crisis. The results reveal an average degree of 0.704, network density of 0.003, diameter of 1, and high modularity (0.908), all indicating a fragmented network dominated by central nodes such as Langit Senayan and bitvofficial. Most accounts occupy peripheral positions and contribute minimally to information flow. The study finds that digital crisis communication effectiveness is shaped by bridging actors and network structure. It recommends activating bridging actors and reinforcing cross-community integration to support more balanced, responsive information dissemination.
